Your telegram of 25th March Exchange compensation scale

Report.

as in final paragraph has now been limited by Finance Committee

to 30th June pending development regarding Salaries Commissions Further action on Salaries

Report has been stayed at request of Unofficial Members of

Council pending your consideration of views of Chamber of Commerce

Committee which were forwarded with my despatch of 24th March

Confidential 2. It is desirable to seek approval of Legislative

Council with the least possible delay and I should be glad to

receive by telegram confirmation of your instructions as

already received to proceed. It is important that such

confirmation should show that Colonial Office has considered Chamber of Commerce criticisms sent in my despatch above-

mentioned. It seems likely that unofficial vote will be

divided on question of accepting Report and that use of

Official vote will be necessary to pass it. I understand that right

of Officials to vote on question affecting their own salaries

will bequestioned. I am advised by Acting Attorney General that

Officials may properly be allowed to vote on this question and

should be glad if this view could be confirmed. If I remember

correctly Officials were allowed to vote on Ceylon Salaries

Scheme when debating in Legislative Council in Colombo in 1922.
